For several years now, resilience has been a new urban development paradigm. It means more than risk minimisation, but can rather be understood as a forward-looking approach that guides cities in dealing with risks and uncertainties. The growing vulnerability of cities, caused not least by climate change, is currently being increasingly discussed and seen as a challenge.
